They're just looking to score money, so they put a bug in the last patch to disable manual importation. Intuit no longer owns Quicken, for some strange reason, they chose to sell it to a bunch of financial pirates that don't give two farts in a hurricane about customer service. I tested this, on an old laptop still running windows XP, after downloading from my main system, and copying the QFX file to a flash drive, it imported all my transactions.

The issue with that, if you install it, under Windows 10, you will get "This app is not compatible with Windows 10."
